This is very sad. The general public does not see fish in the same light as we do. For some reason fish are seen as dispensable and not as valued as a dog, cat, bird or many other pets. I'm sure this person isn't an awful person but just uneducated about fish and their value. Maybe posting an ad on that local craigslist describing what a fish might go through when being flushed would deter them from flushing. Or even taking it a step furthur and describing how a fish should be treated and kept.

hmmm... could it maybe be a few adults and a bunch of juvi fry? Sometimes it's hard not to know what to do with them.
