Green Slime Algae grew back!!!! ARGH!!!

okay, this has already been a bad morning (happy easter btw ) but not the green slime algae in Kairi's tank grew back once again. I've narrowed down the cause to be either the slight amount of sunlight from my bedroom window, poor circulation, or a combination of the two. Kairi's tank is divided, and the side without the filter (where Quint lives) is growing algae. What can I do to get water circulating on the other side of the divider? I'm kind of financially restricted, so an aerator is not in my near future for a while.

i am really stupid right now about fish tanks and stuff so all i have to say is maybe put to filters at each end or put a big one in the middle idk

maybe i could get another internal filter. the ones for 10 gallons are cheap here, maybe 10 dollars. that i could do!
