There are a few dedicated fish stores that carry it, but it's usually at least thirty dollars, because they need to stock it in small quantities and have to use the same kind of ridiculous shipping that customers would have to use.
However, bio-spira is not necessary. You can use the pure ammonia method to build the colony over time (this requires patience, of course).
Otherwise, if you know someone with a fish tank, you can ask if they will give you a piece of their filter media. This has pretty much the same effect as bio-spira. Just make sure you get the media straight out of the filter and keep it in a ziplock baggy with some of the tank water. There might even be a Chicago person around here who would be willing to meet with you to give you some filter media. Even if they wanted the cost of gas and replacement for the filter media, it would be much less than a dose of bio-spira, not counting shipping.
