The rule of thumb is 1 gallon of water per 1 inch of adult-sized fish. Tiger barbs have an adult size of 3 inches, so you're at 9 with them. Red tail sharks have an adult size of 6 inches. That puts you at 15 inches in a 17 gallon tank. If your fish aren't currently adult-sized, and you plan on a bigger tank in the future, I'd suggest a couple more tiger barbs. They are schooling fish, so they'd like a couple more buddies. Also, just as a sidenote, it's recommended that clown loaches have at least a 55 gallon tank, so you were right to say no to that. Bala sharks can get up to 13 inches, so you definitely don't want one of those in that tank.
