It's wonderful that your parents are taking care of the rabbits. However, it's doubtful (though not impossible) that the momma rabbit abandoned them. Baby rabbits are made to be able to "defend" themselves shortly after birth. Their incredibly small size, ability to lay entirely still when a predator is nearby, and their almost complete lack of scent means a wolf or whatever will probably just walk past without even noticing. Usually, the mother will hide or run, because she's not as able to hide in the grass as the bunnies are. Because of this, people almost never see the parent rabbit when they see the babies. (I had three baby bunnies grow up in my front yard and only saw momma once, and that was when I was coming home in the night). BTW, all of this means that cookie (dog's name, I gather?) is one amazing hunting dog. That it could find the rabbits, and bring them in without hurting them shows wonderful control.
And of course, because the dog got at the bunnies and removed them from the area, mom may have abandoned it afterwards. Since they were caught by the dog, your parents probably became their only chance, so I say again that it's wonderful that your parents are taking care of them.
Also, let your parents know that they should either look online or contact a local nature center to find out what to feed the rabbits. Regular milk will work for a bit (and might work in the long run), but different animals need different types of milk. Some need more fat, some need less. The nature center should know what to use (cream, half and half, baby formula, some combination), or they should be able to find out online.
