I don't know. He says something about "please don't waste my time making lowball offers." It looks to me like he used the $9 to draw people in. It's people like him that made eBay worthless (like with the title "driftwood, filter, plastic, real, stone, rock, aquarium, HO lights," which was used to describe a small piece of plastic "driftwood") and are trying really hard to make Craigslist worthless.

Probably using the $9 to draw in looks, and when people started griping at him, he fixed it.
