You just tape them to the outside of the tank.

My wife turned up these little 'glue dots' that she got at a craft store, and they're great for sticking the background on a tank. Just line the edges with a couple, and put some in the middle, and the background sticks great. And it also comes off easily for cleaning or to move it to a better placement.

We picked up some "SeaView" liquid from Petco when we bought background material from them. You wipe down the side of the background material that will be touching the tank with the SeaView, and then press it onto the tank, starting from the middle working out using a small squeegee. I used a plastic applicator as used with Bondo car body filler (can buy one at most any auto parts store), held the background up to the back of the tank and ran my finger down vertically right down the middle of the background against the tank, and then used the squeegee to press it down and get rid of air bubbles from the center out. Worked click and gently trimmed the edges with a razorblade when done. Looks good and almost zero air bubbles in the material.

There was a thread about this a while ago. Someone said to damped it first, then work out the bubbles. I haven't tried it myself.
