Foamy sand; is this normal???

I am just mixing my new estes brand sand to put it in the new 20g tank (first time using sand). I bought four 5lb bags of it.
The first bag of sand was barely dusty. I wasn't sure what people meant by "dust" needing to be poured out while mixing the sand, but there was very little of it. I poured out the little bit of stuff that floated on the top of the water after mixing it several times, and then I put the sand in the tank. The second bag of sand, however, has a LOT of foamy sand settled at the top of the water line in the bucket. Is that normal/what people mean when they refer to dust?
If so, why would one bag not have it while another does? The bags do have different upc codes, and one is called "beige" while the other is called "white", but they are both called #5 and appear to be the exact same color and the packages look exactly the same otherwise.

Just rinse out thoroughly until no foams. May be just more impurities in one bag over other.

It's just the fine dust mixing with the water. Just rinse until theres no dust or foam.

^I wonder if the two bags that had that (both were the "white" ones) foam ended up having very little usable sand once I rinsed it all out. :/ I hope I didn't do anything wrong; just filled the bucket of sand with water, mixed it, and poured out the foamy parts.
