HELP! Please help... Wolfy...

Ok, I got a real small baby Oranda goldfish on Feb 11th. The lady said he would be fine in my 10 gallon with my 30 gallon filter about seven months... I don't know whats wrong! He's just lying around at the bottom of the tank most of the time or hiding out in his little house in the aquarium (sometimes floating oddly).. I don't notice any odd spots or anything on him...but it's also hard to tell because he's a calico goldi. The tank is clean..I've been doing 20% water changes three times a week, nitrite is 0ppm and ammonia is 0ppm also... I did not check the nitrate because last I check it was I think5.0 and because the Ammonia and Nitrate were 0 I did not know if I should have checked it. The only new thing I have done to the tank was added the Vita Chem.. oh, and the water conditioner I use when I do water changes is Prime, which says it detoxifies... Nitrate & Nitrite.. So, actually I'm going to check the Nitrate. Then edit this and post the readings..
and he's breathing hard... I forgot to add that.

Am I just being over paranoid..or what? Please help me.. ;_:

Edit: His Nitrates are 20.. I don't know if that's bad or good?!?! It seems to high on the color thingy..chart.. What should I do

I don't have much experience with goldfish (none in fact), but water should usually be ammonia=0, nirite=0 & nitrate=between 5 & 20, hopefully this puts your mind at ease on water quality issues...

I am totally convinced it's swim bladder ;_: which means he's going to die I'm sure, I'm so done keeping fish I'm horrid at it! I end up killing them somehow.. I cause more harm then i do good. If Wolfy does dies...

I'm not convinced it's swim bladder at all...usually that means their swimming is a little off. I'm worried first about goldies in a 10, but you say your water is okay.
Is he eating? Try feeding him peas, that may help a bit.

I tried feeding him them..he just lies there, his swiming is off like he's having a hard time balancing (when he does swim). The lady at the fish store said because he's so small (about the size of a betta) he should do fine in the 10 gallon as long as I check the water readings and make sure they stay safe. He had been eating.. but just today he stopped, I tried to feed him peas.. but he just let them fall on his head :[
