What happened?

I had 2 baby tige barbs (1.5in) and a baby red tail (2in) in a 10g. They had been in there for about 2 weeks. I cleaned the tank out and refilled it usuing the same water I filled it with originally. About 2 hours later a red tail and a barb were dead. Anyone know what happened?

The water here in Mesa always comes out the hose with 0's for all 3. It's hard, pH of about 8-8.2 but I've never had problems before. The water was around the same temp. I'm not sure exactly. It might be the dechlorinator, or mainly lack of. It was at the other house with my 55g. I was going to bring it over this afternoon for I didnt think it could kill them in just 2 hours.
