Sounds like ICH. Quarantine the fish and if it is Ich Ive heard of putting copper in your tank which kills all the inverts in your tank including any shrimp/ crayfish. There are also lots of medicines in the market plus increase your tank temperature.
This might help: http://www.cichlid-forum.com/articles/ich.php

actually i'd have to say its probably a fungus instead of ich....could you post a picture though? it's hard to tell from that description.

if it's ich, just raise the temp to 84 (slowly about 1 degree per hour) for two weeks, do thorough gravel vacs, and add an air stone to increase oxygenation.

if it's fungus, i just jungle buddies fungus clear tabs and that should take care of it.

again, i wouldnt treat for anything yet until you know what it is.
