Is this fungus?

My poor betta is just recovering from fin rot when today I noticed a white spot over one of his eyes. It doesn't look cottony or like it sticks out above his skin. It just looks like his scales are a different color. He doesn't have it any anywhere else on him. I actually saw it awhile ago and didn't think anything of it but it's much more prominent today. I know it might be fungus but I did just move him from a 1 to 6.6 gallon tank with all new plants so he might just be stressed from the move. I am also doing 50% daily water changes. I am hesitant to give him medication since I gave him so much to get rid of the fin rot. Any suggestions? Here are some pictures that may help. The spot is pretty hard to see but they might help.

I think it's bacterial...not 100% sure though.

I have a crowntail that had velvet and developed spots that looked very much like that after being treated for velvet....I didn't know what to do so I did nothing and just kept an eye on him and clean ...clean...clean water..it cleared up on it's own a few days later. Floyd had 3 or 4 spots like that along his back. I don't know if that is the same r not so I would watch very close to see if it gets any worse ...if so I would treat it . You can see the spots here on his back and on the back of his head.

If you have Rid-Fungus, it would be ok to start treating with that, just in case, since it's non-harsh. Honestly, I'm not sure that it is a fungus, but that would be my first guess. Watch for any signs of what looks like little white hairs growing & if you see any, start Triple Sulfa immediately following a 50% water change.

Should I add some salt to his tank? I know some people say it's great and some say salt is bad for betta's.

I wouldn't add salt. It is an irritant that damages the slime coating and can cause dehydration in freshwater fish.

I just remembered this. I have had several cories develop a similar condition. On their face/around the eye they'll develop a white patch...not raised or fuzzy, just a discolored spot. I've had several different ones develop this spot at different times with no apparent trigger. Every time I've treated the tank with Melafix and it went away, which would indicate it's probably bacterial, unless it just went away on its own. But Do NOT use Melafix on a Betta!!-just in case anyone hasn't read the warning yet.
