I think it would be best to isolate that tetra .. either in a hospital tank if you have one, or in a netting breeders box. The products I mentioned earlier given daily would be good to do. If you have a hospital tank for the tetra, triple sulfa would be a good med to start dealing bacterial infection, which is highly probable.
What are your water parameters? This is most likely caused by water conditions. I'd start using Prime to treat all the water and doing 25-50% daily water changes until you get 0 for
ammonia and nitrites and 10 or less for nitrates using the
API master freshwater liquid testing kit.
