Need help with odd fish disease...black fungas on mouth and side..

I have a tetra that has a black fungas above it's mouth. Looks like a mustache. There is also some black on the sides. I can't seem to find any disease ref. to this type of fungas. Has anyone out there seen or have experience with this type of fungas?

The only experience I have with black spots on fish is when my gourami was bullied and stressed out by another gourami. The whole side of his face turned black overnight. All I can tell you to do right now, is remove the stress that is causing this, and allow him to heal in especially clean water. Is he being bullied?
