Keep doing water changes. As long as they're done right, they can't hurt her and are almost guaranteed to help.
Do you know what your tank's ammonia, nitrites, and nitrates are?
Also, do you know what your tap water's hardness normally is? From what I have read/heard, the only reason to add salt is to ease osmotic stress that comes from a typically hardwater fish (which would have a higher concentration of salt and other minerals in its cells) being in soft water. Angels appear to be pretty soft water fish, so unless you're using pure rainwater or RO water, she shouldn't need the salt. I'm not positive about this, though. Perhaps some others will chime in on that aspect.
Any markings on the fish? Dents/sores/holes in the head. Grey lines across her body? White spots? Fuzzy spots?
