Very sick goldfish

I have had my goldfish since October of '07. This week I started to notice some very disturbing things. He does not swim much, just hangs at the very bottom of the tank. (When he does swim it is very slowly.) His fins are frayed and shredded, but there are no other fish in the tank to cause this. The tips of his fins are white, but the bases are blood red. His coloring is more dull now. He still eats, but only what comes to the bottom (he won't come to the surface for food anymore). Does anyone know what might be wrong with my fish? If so, is there anything I can do to help him?

What size tank?
Filtered?
What are the ammonia, nitrite, and nitrate readings? Some of the stuff you're saying sounds like it might be ammonia poisoning.
Any changes to the setup that might have de-cycled the tank?
What is he being fed?
Edit: What kind of substrate/decorations do you have?

My first suggestion is to do a partial water change. Even without knowing what's wrong, this is always a good idea when a fish is sick.

I agree with sirdarksol, it sounds like ammoinia poisoning, a water change is in order.
