Our pH is about the same, the important thing with pH is to keep it steady so the pH altering products to get you to a magic 7.0 aren't good. We had 7.8 in Florida, but the fish acclimate to it.
Salt does build up in the water and will act as an irritant to damage the slime coating on fish. It would be even more irritating on a wound such as an ulcer.
Maracyn Plus could be used to try to treat your rasbora.
