If parasite and bacteria attach to tools and plants?

Hello~

May somebody please tell me if parasite (like ick and velvet) or bacteria attach themselves to my water changing tool even if I flushed the tool with tap water right after used and let dry?
Also, I want to know if ick and velvet will attach to live plants.

The parasites that cause ICH are usually present in small quantities in all water, including the water that comes from your tap. Normally, they're harmless, but when fish are stressed and their immune systems are weaker, the parasite becomes opportunistic and infects the fish. After a few days the parasite erupts, and sprays more spores into the tank, increasing the chance of other fish getting infected. Increasing the temperature speeds up the cycle, and also kills off the spores before they can re-infect the fish. They're free-floating, and only attach to live hosts.

There is always a chance of pathogens infecting anything put into the tank. That's why you should never use the same nets, siphons etc. in different tanks, especially if there is disease in one of the tanks. If anything has come into contact with an infected tank then it needs to be disinfected in a 5% bleach solution. Running it under tap water/drying may not kill the germs.

That's exactly what I was confused! I know that parasite attach to live hosts, so I wonder why it is recommended to not use the same nets, siphon in other tanks.
