Totally confused about lighting

I have been reading the past couple of weeks, one of the ballast on my hood is bad and I think that the other might me on its way out. Its a 36" hood, with 2 ballast in it. One was a color enhancing 30 watt bulb, the other was/is a 7000K 30 watt bulb. Oh and they are both T6 lights. From what I have read my loaches like subdued lighting, what is that? Should I look for retro fit balasts or buy a whole new hood, and at the prices of new hoods should I just go a head and build an LED set up? I guess like I said I have been reading so much lately that I don't know which way to jump so I am looking for a few good suggestions.

Subdued lighting is just a fancy way to say low light. My yo-yo loaches don't seem to mind my setup, it's 2wpg and looks nice.

If you can find some ballasts for cheap, just replace them and that will be fine. If you need/want an upgrade to your lighting, this would be a good opportunity for it. Do you grow your own plants and want to go to a higher light setup? If so you have a golden opportunity, otherwise stick with what you have if it makes you happy displays the fishes colors well.

I don't have live plants in there nor do I plan on it in the future, if I do anything I will do a hydroponics filter with an herb garden if I can convince my wife that it will look cool.
