How much water should I change after fishless cycle?

After my fishless cycling has been completed and I am showing 0 ammonia and 0 nitrites, what percentage of water should I change before adding any fish? Also, can I fully stock the tank once the cycling process has been complete or would I put too much of a bioload on the bacteria? Thanks for your help

Right now I'm reading

4 PPM (mg/L) Ammonia
2 ppm (mg/L nitrite
Trace amounts of nitrate

I'd do about a 75% water change after the tank cycles and then introduce some fish. Theoretically, you should be able to add a full stocklist; however, I'd recommend adding just a few fish to start with.

Enough to lower the nitrAte below 20.

Right now I'm reading

When cycling a tank at a ammonia level that high, I think you can put in a full load of juvenile fish, (when, as you said, the ammonia and nitrIte reads ,0 of course).
