I've used Flourish with inverts and scaleless fish, and I saw no adverse effects.

Copper sulfate is toxic, but as with most chemicals, toxicity depends upon species and concentration.

According to SeaChem, the recommended Flourish dosage is 5ml per 250L, or around 20ppm, and copper makes only up 0.0001% of that (
http://www.seachem.com/Products/prod.../Flourish.html). This is well under the 39ppm figure noted above, which is the only species I could easily find toxicity info for.
And since copper is a micronutrient for plants, what little is introduced will be utilized rather that build up over time.
