hi .one comment I'd like to mention, it was a revelation to me when I was first shown this..when you do a vacuum/cleaning in your tanks, stick the nozzle right into the gravel/substrate to the bottom glass floor, there you will be surprised to see all your by-product nitrates, coming form old decayed food, etc Try it, in my opinion, even with the nitrate in your tap water, your tank nitrates are too high for fish to live healthy, and can cause their deaths..
good luck, keep us posted

Sodium thiosulfate or Sodium thiosulphate (UK spelling) (Na2S2O3) is a chemical often used in commercial water conditioners to remove chlorine from tap water.

When used on chloramine in tap water, it removes the chlorine and leaves the ammonia behind. So you need to find a way to remove this more dangerous chemical

I'd be extremely careful about adding any new fish right now, in fact I really wouldn't recommend it at all, as your water parameters have been fluctuating pretty wildly with all the wc's/conditioner swaps/troublems...it would be a really good idea to let everything stabilize for a bit, for the sake of your fish's health and for preserving the tank's stability that you've worked so hard to achieve recently. If it were my tank, what I'd do is go at least two weeks with all water parameters not changing by more than 10% or so, and watch my fish's behaviour and health, and once all was stable I'd then add some new fish slowly, a few at a time...not trying to discourage you, but IMO your tanks will be in a delicate state right now. In my experience, rushing things only brought me sick fish
