40 gallon, green spotted puffer, 5.5 gallon

well i've kept my little puffer fish pretty happy. But he definately does not get along with any fish except the danios because they can swim away fast enough. I have 3 bosemani's and 1 angel otherwise. Everything seemed fine. I added a dozen shrimp for the puffer to kinda have some fun in eating (and an angel against my will, after hours of explaining that the puffer would go nuts and try to nip at his fin to a dangerous amount it was still bought). After putting the angel in a 5.5 with nothing else but a little fake plant. The puffer still attacked the bosemanis. I had to put the angel back in and the puffer in the 5.5. Hes a baby so for now hes only about 1" and to make him a little happier i added in two danios. There are about 2 shrimp hanging out in the tank too for his pleasure. I do know that they need a much larger tank. What do I do. (For now i cant buy a new tank.)

Could you check out craigslist, free cycle, etc for a cheap or free 10g-29g tank? The 10g would be better for the puffer than the 5.
They really need more space, and places to "hide" to feel safe.

Can you put it in your own room? If you're helping with rent and bills, you should have just as much say in it as your roommate. If you really can't get another tank you are going to have to find a new home for your puffer. All your other fish are compatible and would be fine in your 40 gallon.

You should be able to. Your GSP is a brackish water fish anyway, so it's probably for the best.
