Does this mean that it's cycled?

Speaking of the tank cycle, how do u know if it's finally done, because my ammonia just dropped to 0 like overnight. Does this mean that it's cycled?

Ammonia = 0
nitrite = 0
nitrate = High

Then water change to reduce NO3

As long as the ammonia & nitrite levels are 0 and nitrate isn't above 20 - your tank is probably in a healthy state. (I say 'probably' because those levels could be there, and the pH could be 1.5 which wouldn't be healthy!)

What are the other readings? Nitrite must also be at zero showing some nitrates not to exceed 20.
