Thats weird, what are your water parameters? They might be really stressed out and that is leading to aggression. You need to separate them, so that they don't kill each other. You could do that by putting one in a large tupperware container and floating it in the tank, or use a breeder box or put in a tank divider.

They are peaceful TO OTHER FISH. Male dwarf cichlids are asggresive to others that may take over their territory - like other male dwarf cichlids. It's best to get males and females - not just males.

I agree with Blub's post above... Two males whether they are Bolivian or German Blue Rams will fight, as I have found out in my own tank. What size tank are they in? My guys were in a 55 and still found each other no matter where they tried to hide. Best of luck with your decision..

What is the decor in the tank like? Are there things (plants, driftwood, etc.) that can help break line-of-sight and set territory boundaries? My bolivians seem to stop chasing each other as soon as the aggressor loses sight of the intruder.

I'm not sure if it's a case of their territory being "safe" if they can't see any intruders, or if their territory is only limited to what they can see at a given moment, but giving the less-dominant fish some plants to dive into or rocks/wood to hide behind may help.

yeah i think removing one of the males would be your best option, but i wouldnt buy another unless you can be certain that it's female otherwise you'll be in the same position that you are now. if you DO end up getting another, make sure that you remove the male, rearrange things, and then add the male and the female back into the tank at the same time, or add the female first
