fish hanging out by filter? low oxygen help

my fish was hanging out by the filter for a while 1 week, all of a sudden he started to ddy found him this morning dead?
other fish look ok what does this mean my readings on my water are
nitrate 20
pH 6.4 (my tap is 6.8)
nitrite 0
GH 0
KG 30

some one help i dont want the rest to dy?

I'm really sorry you lost your fish
Is your aquarium info up to date?
What's your ammonia reading? How many fish and what kind?

What's the ammonia reading? I'm guessing, based on the parameters you gave us, you're using the test strips, which aren't terribly accurate. This could mean that the nitrate levels are higher than the strips say. Or you could have ammonia.
If the fish is hanging out by the filter, it may have been looking for more oxygenated water, or it could have just been sick, and have been looking for shelter (sitting under an output of water is a good defense tactic. Birds and the like have problems seeing the fish, and are leery of stepping into such water, as they may get swept away.)

Sorry, I should have elaborated. The HOB and the airstone are likely keeping your water plenty oxygenated. If a fish is looking for more oxygenated water, it is likely due to damage to the gills. This is why fish suffering from ammonia poisoning often will gulp at the surface.

Given everything else, if none of other fish seem affected, and if your readings are accurate, it's likely that the fish was just sick and decided that under the HOB output was the safest, most comfortable place to be.
