Hello Beanz and welcome to fishlore!
I would stagger the fish over a few weeks to insure you do not go into a mini cycle. By adding too many fish at once you run the risk of a spike in ammonia from the added fish and your new formed beneficial bacteria may not be able to handle all at once. My advise would be to do a water test before introducing any new fish to insure that your readings show the tank to be handling the new bio load. What fish are you planning on adding? And congratulations on cycling your tank without fish!

Tetras and Gouramis Possibly some shrimp aswell. I was wondering cause tetras and shrimp have a low bio-load

I'd add the shrimp first, then the Tetra's and finally the Gouramis. Wait a week between added each species, and check your water parameters first

How many tetras and have you decided what kind you are thinking of getting? Most are schooling fish and your 15g tank will only handle so much fish. If you are adding two gouramis, its a good idea to only go with the dwarf gourami which will not get as big as the gold or blue gourami which is larger.

Since you can't add all the fish at once, don't forget to quarantine new fish before adding them to your tank.

First you'll add a few fish to your tank as advised above.

The next time you want to add new fish it's advised to keep them quarantined for 2-3 weeks before adding them to your tank to make sure they're not sick and pass any disease to your existing fish.
