its all a matter of personal choice

- decide if you want to start a SW OR FW tank
- look at the fish, check which ones you like, do the research and compatibility checkers with other fish you want to get.

and make sure you cycle your tank fish less preferably.

for low light tanks, i recommend the neon colored fish like the tetras. I like the cardinals, neons, and glo lights. their color will be intensified under low lights and in the shadows of the plants you plan to acquire. tankmates will be corydoras cats, bristlenose cats, other community tetras (lemon, silvertip, rummynose), or the small gouramis (honey and dwarf). If you do decide to go with the gouramis, be sure to get only one or a pair (M/F) and have some floating plants. Also, try to acquire captive bred gouramis, as the wild caught gouramis have a disease that was bred into the species.

I like your idea I was actually thinking about tetras. A second question then will be how many of each, I also wondered about the frogs and shrimp I see at the LFS, I just like the variety they would bring

shrimp would be amazing, but they need hard water to help create their shells, whereas your tetras prefer soft acidic water. Frogs are a pretty good choice, just make sure they are dwarf frogs to prevent the tetras from being lunch
