| Likely some algae, bacterial, fungus... no need to ID it, just take that portion of gravel and rocks out of your tank. Rinse them in chlorinated water: e.g. use 2 or 7 drops of standard Ajax or Chlorox -no additives- per liter or gallon of water, dump your whitey covered gravel and rocks there for 5 minutes, then rinse thoroughly in cold tap water, then suddenly change to hot water. Let it dry. Rinse in treated water and add back to your tank.
Please note that some decor is prone to develop that type of white coating thing. There's a thread here in fishlore forum with pics about that happening to more than one fishlorian. I tried to find it but couldn't.
