Breeding Neon Tetras

1. I've sterilized the water by having it boil for around 10-20minutes.
2. I set the right temperature to... 26 degrees to begin with.
3. Got the female neon used to the water by adding small amounts of water at a time to a plastic bag with the neon (1 female).
4. Placed her in a separate container alone for around 20-30 minutes.
5. Repeated steps with 2 males and finally placed them in the same container as the female.
6. Slowly dropped temperature to 23C and an exact 7.0 pH level.

The tank is empty asides from a small bubbler, a heater a thermometer and an artificial plant in the center..

What am I doing wrong?
Should I lower the PH to a surten level?
I've also read some sites that say to "add salt"??
Should I feed them something?

They've been in the tank for about 2 hours.. and they just.. lay down at the bottom still, not moving or anything *Yes, they're alive*
