Sorry I haven't been very successful. This is a copy of the message I sent to my local Humane Society.

message: "I need to know what can be done and who needs to be contacted concerning pet stores and pet shop owners that keep animals in obviously inhumane conditions. Specifically fish and aquarium animals. Thank You."

This is a copy of the message I recieved in return.

In order to report cruelty, please contact the XXXXXXXXXXXXX Animal Shelter at XXXXXXXX.

I'm thinking they may have misunderstood what I was getting at. All I'm getting is there is no laws here in the States governing inhumane treatment of fish and aquarium animals. Anyway, I found the local Humane Society is less than 3 miles from my house...go figure, there all that time and I never knew it. Next week I think I'll just go talk to somebody. I'm out of pocket for the weekend...oldest daughter getting married tomorrow!

You need to report a specific situation.

I called my HS once to report a pet store for their extreme cruelty to bettas.

The HS did go and investigate and the situation was improved.

Have you tried reporting the problems to consumer affairs? Fish aren't covered under animal cruelty, but you may be able to have them step in because it is so filthy it is a breeding ground for disease.
