Sand or gravel?

Ok i going(trying) to get a 20 gallon fish tank. It will have 3 or 4 Dwarf puffers,otto,bumblebee goby and maybe some other fish. Puffers are messy. I want sand but would the and dropping of the puffers make it hard to take care of? My dad says gravel will work better because i can vacuum it and if i got sand it would just go up in the vacuum.

Use pool filter sand.
Use about 1/2 to 3/4 of an inch.
Stir about 10 minutes before vaccing.
All the fish poo will sit on the sand top.
Vac about an inch above the sand, that way the sand stays in place and the trash goes up the siphon.

yeah sand is great for that. A tiny bit goes up the vacuum but not enough to notice. its also a good reminder, because with all the fish mess on the bottom of the tank sitting on the sand staring at you, you think to yourself "OH! i have to do a water change!"
