I just inherited an empty 30 gallon tank but it only had a 20 gallon filter. I happen to have a spare 10 gallon submersible filter - so I thought maybe that would be a good idea - have one at the top and another at the bottom - will get the job done just as well, right?

Having two instead of one is indeed my rule of thumb. If one stops working, the other will hold things for you.

It's a very good idea what you propose. There's no such thing as over-filtration!

I use two Aquaclear 50's (hang-ons rated "up to" 50g each) on my 30g =)
I have always found 2 smaller hang on filters to work out better than 1 large one

Great, this should work out well, since it's such a tall tank - one at the top, another at the bottom.
