I do not believe Safe Start is available at most of the chain pet stores or department stores I've ever seen. I've found two places that do carry it (at least in the Chicago area), one is a LFS relatively near, other is Aquarium Adventure, which a is sort of a regional chain pet store, owned by Petland. So, perhaps a Petland may carry Safe Start.

Bio-Spira I have never seen sold locally.

Both are easiluy obtained mail order though.
