Why do you want to change your hardness & pH? Most fish can adapt just fine to your tap water. If you try to adjust it what tends to happen is the pH becomes unstable and the fluctuation is stressful for the fish. What is important is stability, not the exact numbers.

Unless you're planning on breeding soft water species, your fish will be fine. My pH is over 8 and my hardness is off the charts too. The fish will adjust. If you buy them at a local store, they'll already be acclimated to your tap water anyway.
