im right where you are, I saw it and instantly thought "ich!" then i decided i dont know enough to personally determine that so what better to do than ask one of the best fish care communities.

Hi Suave, Sorry your fish is sick. Can you post a pic? That will help everyone figure out what's wrong with your fish.

Does the white stuff look like salt or is it fuzzy?
The eye, sounds like pop eye.

What size tank, how many and what kind of fish and what are your readings for ammonia, nitrite and nitrates?

Sorry for all the questions, but the answers will help us help you and your fish.

It's a 5.5g tank with just 5 tiny guppies in it. My ammonia I believe is 0 or close to it. My Nitrites are at 5 and Nitrates at 40. But sadly I have yet to get an accurate test kit, and those results are from test strips.. The white stuff looks fuzzy I think but it is hard to tell considering the fish is swimming all over the place and the white stuff is very small. But it almost looks like little white fuzzy dots.

I would get a picture but I can't seem to get a clear one..

Yeah, sometimes you just can't get a good pic.
Well, I guess you know you're tank is over crowded, so please consider a bigger tank soon. You'd be surprised at the problems you'd avoid having a properly cycled appropriate size tank.

In the mean time, Your tank isn't cycled so I would do a 50% water change right now to get the nitrites and nitrates down and continue that daily until your readings are 0 for both ammonia and nitrites with some nitrates showing.

If it's pop-eye and fungus, I beleive it's recommended to use Maracyn, Maracyn II or rid fungus for the fungus. If you're using a filter with carbon, remove the carbon while medicating.

If it's ich, you can raise the water temperature to 82-86 and keep it there for at least 2 weeks.

Someone else should be along soon to help you also.

your tank is too small and it is also uncycled which can make fish sick...

http://www.fishlore.com/NitrogenCycle.htm

there is the info on the problem youre having, and listen to lucy's advice, daily water changes with conditioned water until both nitrite and ammonia are 0 and nitrates start rising.
