The answer is the same. You cannot have a combination of fish in a 3 gal tank. Ghost shrimp grow to about 1.5", so you could either have two of them, or fish to equal 3".
Of course you can put whatever you want in there, but you probably won't like the results of overcrowding, something nearly all of us here have experienced.
