| Especially given the presence of angels, a betta would not do well. Any of them could be really violent to the betta, but angels and bettas are really incompatible.
The angels have the potential of driving the others away from food. It doesn't mean it won't work out, but you'll have to watch with feeding problems. If you get a pair of angels, you'll also want to make sure you've got a large tank with plenty of hiding places for the other fish to hide from the angels if they mate up and get aggressive.
Tiger barbs need to be in a group of 6 or more to limit nipping behavior.
Angels will potentially eat the neons.
With cats, what were you looking for? If you're looking for bottom-cleaners, I think the clowns would work. If you're forgoing the clowns because of what's been said above, kuhli loaches may be a good choice, as would corydoras. (If you go with either of these, do your research on substrates, because they have specific requirements)
