Filter's to powerful

My filter is a Whisper 5-15 power filter, and it seems to powerful. Whenever my fish swim on the top region of the tank toward the filter, the filter pushes them the other way. Is there anyway I can reduce it's power, do I need to get a new filter, or should I just leave it?

I have a 10 gallon tank with a heater and some fake plants

You could try using a pre-filter sponge which fits over the intake. This might slow your flow down a bit.

I have one of those filters and according to the instructions with it you can raise the uptake tube just a little and it will slow down the water flow. Mine wouldn't stay up so I slid a pencil under the tube.

Hey, thanks! I have that exact same filter and the same problem--it drives my Guppies crazy! I'm going to try that!

Whispers have an adjustment knob at the top of the intake tube...I assume you've already tried this, correct?
