Well, shoaling/schooling fish do best in groups of at least 6 or so. But considering your tank is only 10 gallons, you can't have 6 fish of both species (a total of 12 fish).
Guppies adult size is about 2" (could be smaller or larger, depending on the sex and variety), and White Skirt Tetras adult size is also around 2". Assuming each of your fish will be 2" long when adult, you can have only 5 such fish in your 10 gallon tank (10 / 2 = 5). I guess you could add one more fish so that you'll have 2 groups of 3 fish: 3 White Skirt Tetras, and 3 Guppies. That is, if you really have to have these 2 species in one tank.
Did you consider having only one species in your tank? Ex. only Guppies or only White Skirt Tetras? This way, you could have 5 - 6 fish of one species, a much better solution since they'd be in a larger group. Did you ever consider any other (smaller) fish than Guppies and White Skirt Tetras for your 10 gallon tank?
