Filter cartridge changes

I have a Top Fin power filter with a web like cartridge. I've been reading on the forum that I just have to rinse the filter in a bucket of discarded aquarium water. Is that correct? Also, if the cartridge will no longer come clean what is the best method to add bacteria to the new cartridge? Is taking a piece of the old cartridge acceptable?
