Silly filter question

Ok well as dumb as this may seem bare with me lol.

Well im have a 25g aquarium. Right now its just a tank. I dont have any fish or water or any equiptment yet. MY question is this. When i get a filter does the bacteria grow in the filter? I heard i need a filter whose GPH is x10 the amount of gallons of my tank. So can i just go into a store and get any HOB 250 gph filter? or are there more complicated things involved. Once again sorry for my dumb question lol.

Yes, the filter is one place where the bacteria grow; they also grow in the gravel and on any decorations in the tank.

You CAN get just any HOB filter large enough, but there are some that are better than others. Some have limited one or two-piece cartridges that cause you to lose some or all of your bacteria whenever you change them, and also make you always have carbon in the filter (there's some controversy about that).

Folks here usually recommend either the Hagen AquaClear or Marineland Penguin/Emperor filters. The AquaClears have separate media trays, so its easy to customize your filter media, and it's also easy to change one part without removing the part that the bacteria grow in (the foam).

The Penguin/Emperor lines have a 'bio-wheel' that provides a wet/dry home for bacteria. They come with one-piece cartridges as well, but the bigger Penguin models and the Emperor models have additional media cartridges, and there are replacement two-piece cartridges available as well. Plus, most of the bacteria live in the bio-wheel, which you don't change (just rinse in tank water if it gets dirty) so you hardly lose any.

I personally prefer the Marineland filters, but there are folks here who love their AquaClears too, and make a persuasive case for them. You really can't go wrong with either line.

I own both of these filters and each has its own pros/cons.

Penguin Filter
Pros: Bio Wheel and Enclosed motor assembly
Cons: Filter cartridges need to be replaced and carbon can not be removed from these if needed.

AquaClear
Pros: A sponge filter that lasts forever, chemical media that can be removed if needed and high water flow
Cons: External motor assembly (gasket that needs to be monitored) and unimpressive biological media options.

Ultimately, I'm indifferent.

The con for the Penguin (and Emperor) filters isn't really a con anymore, at least for the larger ones -- DFS and others sell replacement Bio 3-type filters that have the sponge and carbon pack separate in a reusable frame. There's unfortunately no Bio 3 for the Penguin 100 filters, but that's for a 10g anyway and would be too small for Yappe's tank.
