wilkinson7133 was kind enough to send me examples of pictures he was unable to upload, and I was able to use them to reproduce some interesting results. The files I received were in .jpg format, and all the manage attachments window says regarding that format is that images need to be no larger than 976.6KB:

The original files I received had not been resized... with a 2.13MB file size, it was of no surprise to me that an upload as-is wouldn't be successful:

So I compressed the file to reduce the size (I did not change the dimensions of the image, just the compression), and produced a file with a size of 899KB, well under the limit shown in the manage attachments window:

File Photo011_c85.jpg
does not upload, and produces the same behaviors as have been reported earlier... small delay, then a blank white screen. I then tried resizing the image to 75% of it's original dimensions (2448x1836 instead of the original 3264x2448) and compressed it, resulting in a file with a size of 958KB:

does upload, despite being a larger (in terms of disk space) file.
What does this mean? There clearly is some nebulous maximum on image dimensions that our current settings allow. When people have problems uploading pictures, we need to make sure we're suggesting they resize the picture both in terms of file size
and in terms of dimensions. 1024x768 and 800x600 should both be perfectly fine, assuming the resulting file is below the 976.6KB limit.
I'll also suggest to Mike that he considers adding suggested max width and height values to the attachments window, to give people an idea of what dimensions uploaded images should have.
