Height. For example, an 800x600px image is 800 pixels across by 600 pixels high.
You asked what measurements to type into the website Ken linked to, and I suggested 640x480, 800x600, or 1024x768. When I said that, I was suggesting that you enter either 640, 800, or 1024 for the width. The goal is to resize your picture so that the resized image is under 1MB, per Shawnie's post, so you might have to experiment and see which of those widths is closest to a size the forum will accept.
