As far as the forum goes, a referral is the person who suggested that you join Fishlore. You fill it out when you sign up. It's not a necessary thing (I joined Fishlore after I found it on a search), and it doesn't mean anything (you don't get anything for referring someone).
It really just kind of lets people know "I'm a friend of ______."
Ya, what sirdarksol said is the meaning... But at my school you get a referral slip when you break a rule... or throw french fries across the lunch room
