How come I can't send PMs yet?

I'm a Jr member and still cannot send PMs. What gives? :

I believe there is a time period during which new members, no matter what their level , are prevented from sending PM's. You can check and see if the member you are wishing to contact has an e-mail address that is displayed on their profile and contact them directly that way perhaps.
