That is an Emperor Tetra the fork tail never lies, here is some info

Emperor tetras are pretty cool fish-they can sure get big for a tetra

Don't get them mixed up with B. neons. The way I figured to tell the difference is to look at the eyes, the neons have half red eyes, while the emperors have half blue eyes.
