As in what type of fish? Or what's wrong with the fins?
It looks like a betta with fin rot.

It sure does look like a Betta, possibly a female with extensive fin rot problem.. I would start treating it asap! Do some immediate water changes and keep the water warm and clean, also add some stress coat and some meds for fin rot like a Mardel product, Maracyn or API Fungus Cure.

I agree, poor thing.
What size tank is it in? Any tank mates? If this is the same tank that you've been losing guppies and neons, an aggresive betta could explain it.

Was it labeled as a betta in the shop? If so, what type? Male/female?

The fins are completely shredded....This could have been caused from another fish nipping or from very poor water conditions....Either way this fish needs some kind of treatment right now...Clean water will be a start but I'd watch for finrot in the coming days....

poor little thing definitely clean water, some stress coat if you have it, vitachem, and garlic guard. rid fungus is another good medication if you can find that. just make sure not to mix different kinds of medications.

awww what a cutie....can you get a better pic? of thats a plakat or female, hes/shes not totally shredded but deffinately has some damage ...stress coat+ with some partial daily water changes will make him feel a ton better... if thats another type, vt, ct etc, its a mess but still the stress coat+ will do wonders...I dont think meds are needed yet tho...just some tender loving care and prestine water...make sure his tank is a filtered, heated 78-80F...you will love seeing his before and after pics once he comes back to life
