Filter cartridge is extremely green

I've been running this 2.5g tank for about two weeks now. My sister gave it to me, it has a built in filter. I wouldn't have sought out a tank with a built in filter, but the tank is just for a betta. Anyways, a couple of live plants are the only things in the tank right now. My water conditions are good with nitrates below 10ppm and nitrites at 0. Well my filter cartridge is extremely green, and I'm wondering if it's from my plants? It can't be my water because the conditions are good, so I'm just wondering if my guess is right and it is from my plants. Otherwise I'm at a loss. I'm no fish connoisseur so sorry if this is an obvious-answer sort of question.

Welcome to Fishlore bluv!

Looks like your tank has completed the nitrogen cycle and all you need to do is add fish and keep the cycle going. Hope you get a beautiful Betta in there. A Nerite Snail would be a nice addition too.

I like that happening. It means you are cultivating algae in it (your nitrate readings should be quite low so it's great this is happening). Just keep rinsing the filter media gently with conditioned tap water (don't over do this!) every week or two. Nice Planted tank you have there!
