Is this normal?

I haven't actually looked in my filter for the past week or so, but I've just noticed some white strands that have formed around the inside walls of my filter. It's nowhere in my aquarium, just the filter part.
Is this a good sign, or bad?

amonia zero(still in the first square of the color card) - clear with a yellow tint
nitrite/nitrate at zero ( the pads on the test strip didn't change color at all)

my tank has cyled. a month ago it finally leveled off and blooms of green algae appeard...gone in a week ( with the help of pleco). ever since then readings haven't changed from zero.. weekly half water change
1 beta, 1 pleco in a 10g
filter is aquaclear 20 comes with bottom sponge, middle carbon, and top bio)

Hello jnb. My opinion is, it's white hair algae. Nothing to be concerned about. It should go away once it runs it course. You can wipe it off but don't be surprised if it comes back a time or two. Very common in first year tanks.
